NC SAVAN is the North Carolina Statewide Automated Victim Assistance and Notification service delivered through VINELink. NCDAC's official NC SAVAN gateway identifies its broad state coverage: county jail inmates, state prisoners, probationers, parolees, and registered sex offenders. This breadth helps when a Wake County case crosses from a Sheriff's jail into state corrections or community supervision.
The service does not merge those records into one certified history. The contributing jail, NCDAC unit, or registry remains the record keeper. The screen is a specific-person tool, not a Wake recent-release feed. If the person has already disappeared from a live jail inquiry, absence alone may reflect transfer, data lag, expunction-related removal, or an identity mismatch. Wake VINELink Release Record Fields
The fields displayed vary by service and record. Read the labels actually shown instead of expecting a fixed county template. A released or out-of-custody result signals an event from the source system, while a transfer or new location can mean the person remains confined.

A projected state-prison release date is more appropriately read in NCDAC OPI, whose public detail may show Projected Release Date, last movement, sentence information, and supervision status. VINELink supplies the notification layer. The actual movement and current status are stronger evidence after the event than an earlier projected date.
Register for a Wake Release Notification
Registration attaches a private contact route to the correct person and selected event. The interface wording can change, and not every channel uses the same confirmation. Follow the live North Carolina prompts rather than applying the telephone PIN rule to email or text.

- Choose the offered event, such as release, transfer, escape, capture, or another custody change.
- Select phone, text, email, or TTY from the channels presented for that record.

Ordinary phone calls generally occur from 8 a.m. to 8 p.m. Critical release, escape, and capture notices may arrive at any hour, including weekends and holidays. If the four-digit PIN is not entered, SAVAN repeats calls at set intervals for up to 24 hours; critical notices may repeat every 30 minutes. Email is sent once and may arrive at any hour.

Wake Transfers Can Interrupt SAVAN Alerts
The North Carolina FAQ tells registrants to call and re-register after a transfer from a participating county jail so notices continue under the new custodian. This is a crucial Wake County detail. A person moved from the Sheriff's jail to NCDAC has not been released into the community, and the new state record may need a separate registration.
NC SAVAN may also miss someone who bonds out at the magistrate level and is never booked. Bail or recognizance release at arraignment may not be treated as a custody event. No notice therefore does not defeat the Sheriff's actual record, and a transfer notice does not prove community release.
A practical chain is: notice received, event time recorded, contributing agency identified, then direct verification. For a Wake jail record, call the facility. For NCDAC, compare OPI's current status and last movement. For another county, contact that jail. If the notification names only a change without a destination, request the existing movement or release record from the source agency.
Note: Re-register promptly after a Wake jail transfer; an old registration may not follow the person into the receiving agency's record.
Wake VINELink Limits and Confirmation
VINELink depends on updates from participating source systems, so a status can lag the physical event. It is not a certified Wake County release sheet, a complete court disposition, or a federal locator. The safest check identifies both the legal event that authorized departure and the custody event that completed it.
Use these channels according to the custody path:
- Wake jail: confirm with Wake County Detention Center or the John H. Baker Jr. Public Safety Center and, when needed, request the custody event.
- North Carolina prison or supervision: check NCDAC OPI for Active Inmate, Active Probationer/Parolee, Inactive, last movement, and sentence history.
- Wake criminal case: inspect eCourts or the Wake County Justice Center record for the order, judgment, bond, dismissal, or sentence action.
- Federal sentence: use the BOP locator; VINELink does not cover BOP or USMS custody.
- Immigration custody: use ICE ODLS and recognize its separate scope and update limits.
A federal BOP result showing RELEASED or a past release date without a location establishes only that BOP custody ended. It does not rule out supervised release or another custodian. A USMS pretrial prisoner may never appear in BOP's public system. ICE ODLS covers current detention or releases within the last 60 days, so later absence proves nothing.
A narrow Wake records request can ask for the person's existing booking or custody-event log, actual release date and time, release authority, and receiving agency or destination. Use a full name, safe identifying details, booking number, case number, and approximate dates. That agency response carries more evidentiary weight than a stale alert.
Wake Registry Checks Are Separate
NC SAVAN coverage includes registered sex offenders, but the North Carolina SBI registry FAQ explains why the registry is not a general released-inmate list. Not everyone convicted of a sexual offense must register, some juveniles are excluded from the public registry, and some fields are reported by the registrant. Conditions can change faster than the displayed public data.

A registry match may show public registration and residence information for a person who is legally required to register. It does not establish the exact jail-release date, cover non-registerable offenses, or prove identity with certainty. The SBI states that only fingerprint comparison positively identifies a person. Suspected inaccurate or missing registration information should be reported to the county sheriff.
Confirm a Wake County Release Alert
When a notice arrives, write down its time, event label, source agency, location, and person identifier. Call the named custodian before traveling or sharing the information. If Wake Detention confirms an exit, ask whether it was release to the community or transfer. If NCDAC contributed the alert, inspect OPI for the actual last movement and active supervision status.
Compare the event with the Wake court case when the reason for release matters. A bond order, dismissal, time-served judgment, or sentence action can explain the legal authority, but a court entry does not certify the exact door-exit time or resolve a separate hold. Conversely, a movement without the destination can conceal continued custody.
This two-source method also handles silence. If no notice arrives, do not infer continued custody. Search the correct custodian, check the court event, and request the existing record if the online systems disagree. NC SAVAN is valuable because it can prompt a fast check, but the Sheriff, NCDAC, BOP, ICE, or other contributing agency establishes the result.
